Departments

The Assessor is responsible for establishing assessments of taxable property for the equitable distribution of the property tax burden in accordance with Michigan’s General Property Tax Act and other applicable statutes. The Assessor’s responsibilities include creating the annual assessment roll, maintaining ownership records and property descriptions for taxing purposes, processing Personal Property Statements and personal property exemption requests, and inspecting existing property and new construction for property tax purposes. Taxable values established by the Assessor annually are used by the Township Treasurer to produce property tax bills for property within the Township.

Statutory Duties and Responsibilities of the Township Clerk:

  • Maintains custody of all township records

  • Prepares warrants for township checks
  • Records and maintains township meeting minutes
  • Keeps the township book of oaths
  • Responsible for regular and special meeting notices
  • Publishes board meeting minutes (if taxable value is $65 million in 2005, annually indexed, or a charter township)

  • Chair of township elections commission
  • Keeps township ordinance book
  • Prepares financial statements
  • Delivers tax certificates to supervisor and county clerk
    by September 30
  • Must appoint a deputy

Statutory Duties and Responsibilities of the Township Supervisor:

  • Moderates board and annual meetings
  • Chief assessing officer (if certified)
  • Secretary to Board of Review
  • Township’s legal agent
  • Must maintain records of supervisor’s office
  • Responsible for tax allocation board budget (if applicable)
  • Develops township budget
  • Appoints some commission members
  • Member of township elections commission
  • May call special meetings
  • May appoint a deputy

Statutory Duties and Responsibilities of the Township Treasurer:

  • Collects real and personal property taxes
  • Keeps an account of township receipts (revenues) and expenditures
  • Disburses township checks
  • Deposits township revenues in approved depositories
  • Invests township funds in approved investment vehicles
  • Collects delinquent personal property tax
  • Responsible for jeopardy assessments in collecting delinquent personal property tax
  • Collects mobile home specific tax
  • Must appoint a deputy
  • Must post a surety bond

Non-Statutory Duties and Responsibilities of the Township Treasurer:

  • Sewer Billing Agent

Duties and Responsibilities of Township Trustees:

  • Township legislators, required to vote on all issues
  • Responsible for township’s fiduciary health
  • Other duties as assigned by board

Trustee Faust also serves as the Township’s Public Works Director.

Duties and Responsibilities of the Township Zoning Administrator:

  • Administration and interpretation of the provisions of the zoning ordinance.
  • Enforcement of all provisions of the zoning ordinance, including identification, processing and issuance of all necessary notices or orders to insure compliance with said provisions. Upon finding that any of the provisions of this ordinance are being violated, the zoning administrator shall notify in writing the person(s) responsible for such violations, indicating the nature of the violation and ordering the action necessary to correct it. The zoning administrator shall order discontinuance of illegal use of land, buildings, or structures; removal of illegal buildings or structures or of illegal additions, alterations, or structural changes; discontinuance of any illegal work being done; or shall take any other action authorized by the zoning ordinance to ensure compliance with or to prevent violation of its provisions.
  • Receipt of applications for, and issuance of, certificates of zoning compliance in accordance with the provisions of the zoning ordinance. The zoning administrator shall have the authority to grant Certificates of Zoning Compliance and to make inspections of buildings or premises necessary to carry out duties in the enforcement of the zoning ordinance.
  • Inspections of property within the Township as required by the zoning ordinance or which are necessary to enforce the provisions of the zoning ordinance. The zoning administrator may engage the assistance of other persons, agencies, officials or consultants as deemed necessary by the zoning administrator in making such inspections, subject to approval of the Township Board.
  • Maintain official records of applications, certificates, notices and other correspondences for which the zoning administrator is responsible under the provisions of the zoning ordinance.
  • Provide an annual report to the Township Board and Planning Commission which summarizes the activities of the zoning administrator.
  • The zoning administrator shall not refuse to issue a permit when the applicant complies with conditions imposed by the zoning ordinance. Violations of contracts, such as covenants or private agreements, which may result upon the granting of said permit, are not cause for refusal to issue a permit.
